Each state takes action to adress climate change but it may constitute a violation of the right to a healthy environment. As well goverments haave the obligation to take efffective measures to mitigate climate change and to enchance the vulnerable populations and to prevent forseeables loss of life. The first steps should be for corporations to comply with the guiding principles on business and human rights as they pertain to human rights.
